Middle East
- On 30 April,??reports that Palestinian families in Batan?al?Hawa?in Silwan,?East Jerusalem, received an eviction order effective by 17 May 2026, following?lawsuits initiated by settlers affiliated with the?※Ateret Cohanim§?organization, who claim to represent a?Jewish trust that owned land in the area in the late 19th century.?Peace Now asserts that international law prohibits such forced evictions, citing an International Court of Justice advisory opinion (July 2024) that criticizes Israeli settlement policies in East Jerusalem and the legal framework enabling Palestinian dispossession.?
- On 29 April,??issued?the statement ※Over 185 Organizations Warn EU Failure to Suspend EU-Israel Association Agreement Violates Fundamental Human Rights Commitments§.?The NGO states?that?by June 2025, the EU had circulated a?document?summarizing?※serious allegations of grave violations of international human rights law (IHRL) and international humanitarian law (IHL)§. Despite concluding that ※there are indications that Israel would be in breach of its human rights obligations§,?the bloc?is yet to?take decisive action?to?suspend the Agreement with Israel.?
- On 25 April,?the??reported that four Palestinians, including two children,?had been?killed in settler attacks in the West Bank on 21 and 22 April. PCHR said the incidents occurred in the context of escalating armed settler attacks and raised concerns?regarding?protection by Israeli forces and impunity.?
- On 26?April,??updated its ※Gaza Now§?facts and figures, reporting continued attacks, restrictions around the ※Yellow Line,§ and constraints on crossings, medical?evacuations?and the entry of essential items. Gisha highlighted the strain on health, water,?sanitation?and electricity systems.??
- On 24 April,??published an update on an urgent appeal?submitted?on 20 April to UN special procedures concerning the killing of Palestinian children in the West Bank, including East Jerusalem. The appeal described patterns involving live ammunition, absence of imminent?threat?and delayed medical?assistance.??
- On 23 April, the??issued the study ※Settlements* Spheres of Influence and their Role in Reshaping Palestinian Geography§, showing Israeli local councils and municipalities as a central tool in expanding settlements in the OPT. These councils have broad powers to define their ※areas of influence,§ which often extend to large swathes of land surrounding settlements and outposts, at the expense of the surrounding Palestinian territory.??
- On 23 April,?the??reported on daily killings and the targeting of security points in Gaza,?stating?that these incidents were contributing to displacement chaos and civilian insecurity. PCHR described direct attacks on civilian objects and?persons?in the Gaza Strip.??
- On 17 April,??issued a statement on Palestinian Prisoners* Day calling for urgent action to halt grave violations against Palestinian detainees and to bring an end to the occupation. The organization linked the statement to recent legislative developments on the death penalty and reported patterns of detention-related abuse.??
Africa,?Asia?and Europe?
- On 29 April,?the??reported that more than 60 European organizations and trade unions had urged European leaders to suspend the EU-Israel Association Agreement. The organizations cited human rights obligations under the agreement and called for measures related to arms transfers,?settlement?trade?and accountability. The?action?is relevant to European policy debates on conditionality and compliance with international law.?
- On 29 April,??issued a joint statement by UK-based humanitarian, human rights and environmental justice organizations on Israel*s death penalty legislation adopted on 30 March. The statement said the law was discriminatory in design and urged concrete action by the United Kingdom.??
- On 21 April,??criticized?the European Union*s decision not to suspend the EU每Israel Association Agreement following discussions at the EU Foreign Affairs Council in Luxembourg. According to Amnesty, this decision?represents?a moral failure and shows disregard for civilian lives, particularly in the Occupied Palestinian Territory (OPT).?Amnesty?states?that the EU must stop using ceasefires as a justification for delaying action and warns that continued inaction entrenches impunity and risks EU complicity in human rights violations. It urges EU member states to act independently by suspending cooperation with Israel, banning trade linked to illegal settlements, and aligning EU policy with international law.?
North America?
- On?24 and?17 April,?the??published its Settlement and Annexation Report, noting reported Israeli approval of 34 new settlements and developments in East Jerusalem, including demolitions,?evictions?and settlement activity. The report also tracked state-backed settler violence and related policy developments.?It also?included information on a planned?yeshiva?in Sheikh Jarrah.??

- On 29 April,??issued?a report?on the humanitarian crisis in the?Occupied Palestinian?Territory, with continued escalation near the ※Yellow Line,§ environmental hazards affecting Gaza and restrictions on the Agency*s ability to bring humanitarian personnel and aid into the Strip.??
- On?28 April,??briefed?the Security Council?amid heightened regional instability, warning that ongoing crises across the Middle East are worsening conditions in the Occupied Palestinian Territory (OPT) and undermining prospects for peace based on a?two?State?solution.?He emphasized that there is no military solution to the?Israeli?Palestinian?conflict. Resolving it?remains?central to regional stability, and only a credible political process leading to the end of occupation and?a viable?two?State?solution can address both urgent humanitarian needs and?long?term?peace. The UN reaffirmed its commitment to supporting this outcome alongside international partners.?
- On 28 April, the?UN Palestinian Rights Committee Vice-Chair?warned the Security Council that?peace will not come through fragmentation?and that?Gaza, and the West Bank, including East Jerusalem, are not separate files.?They are one political,?legal?and territorial unit under brutal and unlawful Israeli occupation, and they must be addressed as such.?He added that the New York Declaration?remains?one of the clearest diplomatic frameworks before the international community to advance a just solution to this historic injustice against the Palestinian people.?
- On 20 April,??urged the European Union to?immediately?suspend the EU每Israel Association Agreement, describing this step as the?minimum?requirement under international law?in light of?Israel*s ongoing and grave human rights violations. They stress that, as parties to the Genocide Convention and the Geneva Conventions, EU member states are legally obligated to prevent genocide and ensure respect for international humanitarian law. Continuing trade relations that contribute to or sustain an unlawful situation, they argue,?violates?these obligations and?risks?EU complicity.?The experts conclude that full suspension of the EU每Israel Association Agreement is not a matter of political choice but a legal imperative, and?represents?the minimum action required for the EU to align its policies with its international legal responsibilities.?
