LETTER DATED 4 APRIL 1997 FROM THE PERMANENT OBSERVER

OF PALESTINE TO THE UNITED NATIONS ADDRESSED TO THE  

SECRETARY-GENERAL

With reference to the letter of the Chargé d'affaires a.i. of Israel to the Â鶹APP, addressed to you on 24 March 1997 (S/1997/249), I wish to emphasize that the Israeli representative has no authority whatsoever with regard to issues relating to the work of the Security Council of the Â鶹APP.  Those issues are decided by the members of the Council, and in this regard, there has been a clearly established practice.

I should be grateful if you would arrange to have the text of the present letter distributed as a document of the Security Council.
