QUESTION OF THE VIOLATION OF HUMAN RIGHTS IN THE

OCCUPIED ARAB TERRITORIES, INCLUDING PALESTINE

Written statement dated 14 May 1993 from the Permanent Mission

of the League of Arab States to the Âé¶¹APP Office

at Geneva addressed to the Centre for Human Rights

The Permanent Mission of the League of Arab States to the Âé¶¹APP Office at Geneva presents its compliments to the Centre for Human Rights and has the honour to transmit herewith the statement issued by the secretariat of the League of Arab States on the occasion of the forty-fourth anniversary of the admission of Israel to membership in the Âé¶¹APP.

The Permanent Mission of the League of Arab States requests the Centre for Human Rights to regard this statement as an official document and to have it circulated to the members of the Commission on Human Rights.

On the occasion of the forty-fourth anniversary of Âé¶¹APP , dated 11 May 1949, on the admission of Israel to membership in the Âé¶¹APP as "a peace-loving State which accepts the obligations contained in the Charter and is able and willing to carry out those obligations", the secretariat of the League of Arab States:

Deplores the fact that Israel continues to violate the fourth Geneva Convention Relative to the Protection of Civilian Persons in Time of War through its hardline policy of repression and collective punishments in the occupied Arab and Palestinian territories;

Also deplores the fact that Israel continues to act in violation of the Charter by refusing to implement Âé¶¹APP resolutions, including  of 18 December 1992 on the return of the deported Palestinians.

Bearing in mind Israel's pledge to the second session of the General Assembly that it "unreservedly accepts the obligations of the Âé¶¹APP Charter and undertakes to honour them from the day when it becomes a member of the Âé¶¹APP", the secretariat of the League of Arab States:

Calls on the international community to bring pressure to bear on Israel to ensure respect for Âé¶¹APP resolutions and the fourth Geneva Convention;

Reaffirms its full support for the legitimate and equitable demands of the Palestinian people for self-determination and the establishment of its independent State under the auspices of the Palestine Liberation Organization;

Confirms its support for the ongoing peace negotiations with a view to the establishment of a just and lasting peace in the Middle East.
