With trillions of dollars needed to make the promise of the Sustainable Development Goals (SDGs) a reality, countries adopted the\u00a0<a href=\"https:\/\/www.un.org\/esa\/ffd\/wp-content\/uploads\/2015\/08\/AAAA_Outcome.pdf\">Addis Ababa Action Agenda<\/a>\u00a0in 2015 as a blueprint for actions by governments, international organizations, businesses and civil society to increase the financial resources available to align financing flows and policies with economic, social, and environmental priorities.<\/p>\n<p>In broad strokes, finance for sustainable development includes public and private resources, spent by governments, businesses, and households, among others. It involves funds generated within countries, such as through taxation, as well as finance provided by one country to support another in reaching its development goals, such as through grants and low-cost loans.<\/p>\n<p>The specific action areas of the Addis Ababa Action Agenda are domestic public resources, domestic and international private business and finance, international development cooperation, international trade, debt and debt sustainability and addressing systemic issues. While progress has been made across all the action areas of Agenda, many of its commitments remain unmet. A weak global economy, rising geopolitical tensions and the climate crisis have made it more difficult to finance the SDGs. Currently, almost 40 per cent of all developing countries suffer from severe debt problems. These countries cannot fund progress on the SDGs if they continue to face exorbitant borrowing costs and pay more on debt servicing than on health or education.<\/p>\n<p><a href=\"https:\/\/www.un.org\/en\/sdg-stimulus\"><img decoding=\"async\" class=\"alignleft wp-image-115002 size-thumbnail\" src=\"https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2025\/01\/SDG-stimulus-square-150x126.png\" alt=\"\" width=\"150\" height=\"126\" srcset=\"https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2025\/01\/SDG-stimulus-square-150x126.png 150w, https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2025\/01\/SDG-stimulus-square-200x168.png 200w, https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2025\/01\/SDG-stimulus-square-300x251.png 300w, https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2025\/01\/SDG-stimulus-square-400x335.png 400w, https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2025\/01\/SDG-stimulus-square-600x503.png 600w, https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2025\/01\/SDG-stimulus-square.png 752w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/><\/a><\/p>\n<p>Although scaling up financing for sustainable development has become more challenging, money is available. UN Secretary-General Ant\u00f3nio Guterres has called for an\u00a0<strong>SDG Stimulus<\/strong>\u00a0\u00a0of at least $500 billions US dollars to significantly increase affordable, long-term financing for development. He has also stressed the need for deeper and longer-term reforms to the international financial architecture, which currently fails to serve as a safety net for all countries.<\/p>\n<p><a class=\"btn btn-link\" href=\"https:\/\/www.un.org\/en\/sdg-stimulus\">Visit the SDG Stimulus web page<\/a><\/p>\n<p>Aggressively mobilizing SDG financing will certainly require creative approaches, bold policy decisions, and new sources of funding. The\u00a0<a href=\"https:\/\/www.un.org\/esa\/ffd\/ffddialogue2023\/#home\">High-level Dialogue on Financing for Development<\/a>\u00a0on 20 September 2023 at the UN marked a critical moment to review the implementation of the Addis Agenda and showcased innovative and practical solutions to unlock better financing and tackle the great finance divide between developed and developing countries.<\/p>\n<h3><strong>The 4th International Conference on Financing for Development, Seville, Spain<\/strong><\/h3>\n<p>The 4th International Conference on Financing for Development, held from 30 June to 3 July, 2025, will build on the legacy of the Addis Ababa Action Agenda in 2015. The Conference aims to address new and emerging issues, including in the context of the urgent need to accelerate the implementation of the Sustainable Development Goals, and to support reform of the international financial architecture. The Pact for the Future, adopted by Member States in September 2024, further calls for reforms to the global financial system to tackle sustainable development challenges and reduce inequalities, particularly in developing countries.<\/p>\n<p><a class=\"btn btn-link\" href=\"https:\/\/financing.desa.un.org\/ffd4\">Read more about the Conference<\/a><\/p>\n<h3><strong>Other Areas on Financing for Development<\/strong><\/h3>\n<p><strong>The Forum on Financing for Development<\/strong><\/p>\n<p>The annual\u00a0<strong>Financing for Development Forum<\/strong>, under the auspices of the UN Economic and Social Council, seeks to review the Addis Agenda and other Financing for Development outcomes to advance the SDGs.<\/p>\n<p><a class=\"btn btn-link\" href=\"https:\/\/financing.desa.un.org\/what-we-do\/ECOSOC\/financing-development-forum\/about-the-forum\">Read more<\/a><\/p>\n<p><strong>The Financing for Sustainable Development Report<\/strong><\/p>\n<p><a href=\"https:\/\/financing.desa.un.org\/iatf\/report\/financing-sustainable-development-report-2024\"><span style=\"color: #046b99\">The Financing for Sustainable Development Report 2024<\/span><\/a>, issued by the UN Secretary-General\u2019s <span style=\"color: #046b99\"><a style=\"color: #046b99\" href=\"https:\/\/financing.desa.un.org\/iatf\/about-iatf\">Inter-Agency Task Force on Financing for Development<\/a>,<\/span> looks at progress made in implementing the Addis Agenda, other Financing for Development outcomes as well as the means of implementation of the 2030 Agenda on Sustainable Development such as finance, capacity building and technology and innovation. This report is issued annually.<\/p>\n<p><strong>Global Investors for Sustainable Development Alliance<\/strong><\/p>\n<div class=\"block block-layout-builder block-field-block-node-page-body\">\n<div class=\"block-content\">\n<div class=\"clearfix text-formatted field field--name-body field--type-text-with-summary field--label-hidden\">\n<div class=\"field__items\">\n<div class=\"field__item\">\n<p>The UN Secretary-General convened the\u00a0<strong>Global Investors for Sustainable Development Alliance\u00a0<\/strong>in 2019 to deliver solutions to mobilize private finance and investment for the SDGs. The GISD Alliance members control assets worth up to US$16 trillion. The\u00a0<a href=\"https:\/\/desapublications.un.org\/publications\/financing-sustainable-development-report-2024\"><em>2024 Financing for Sustainable Development Report<\/em>: <em><span lang=\"EN-GB\">Financing for Development at a Crossroads<\/span><\/em><\/a>\u00a0<span lang=\"EN-GB\">finds that financing challenges are at the heart of the crisis and imperil the SDGs and climate action. The window to rescue the SDGs and prevent a climate catastrophe is still open but closing rapidly.\u00a0<\/span><\/p>\n<p><span lang=\"EN-GB\">Financing gaps for sustainable development are large and growing \u2013 the estimates by international organizations and others are coalescing around $4 trillion additional investment needed annually for developing countries. This represents a more than 50% increase over the pre-pandemic estimates. Meanwhile, the finance divide has not been bridged, with developing countries paying around twice as much on average in interest on their total sovereign debt stock as developed countries. Many countries lack access to affordable finance or are in debt distress.\u00a0<\/span><\/p>\n<p><span lang=\"EN-GB\">The world is at a crossroads. This is the last chance to correct course if we want to achieve the SDGs by the 2030 deadline. Only an urgent, large-scale and sustainable investment push can help us achieve our global goals.
