center\"><strong>Tuesday, 9 September 2025<\/strong><\/p>\n<p style=\"text-align: center\"><strong>[As Delivered]<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Monsieur le Secr\u00e9taire g\u00e9n\u00e9ral,<\/p>\n<p>&nbsp;<\/p>\n<p>Madame la Pr\u00e9sidente \u00e9lue de l&#8217;Assembl\u00e9e G\u00e9n\u00e9rale, Mme Annalena Baerbock,<\/p>\n<p>&nbsp;<\/p>\n<p>Excellences,<\/p>\n<p>&nbsp;<\/p>\n<p>Mesdames et Messieurs,<\/p>\n<p>&nbsp;<\/p>\n<p>Nous arrivons au terme de la soixante-dix-neuvi\u00e8me session de l&#8217;Assembl\u00e9e G\u00e9n\u00e9rale des Nations Unies.<\/p>\n<p>&nbsp;<\/p>\n<p>La charge de pr\u00e9sider cette noble Assembl\u00e9e, le \u201cparlement de l\u2019humanit\u00e9\u201d, a \u00e9t\u00e9 un v\u00e9ritable honneur.<\/p>\n<p>&nbsp;<\/p>\n<p>J\u2019adresse ma profonde gratitude au Gouvernement, et au peuple du Cameroun, pour avoir pr\u00e9sent\u00e9 ma candidature.<\/p>\n<p>&nbsp;<\/p>\n<p>Au Groupe africain, pour son soutien.<\/p>\n<p>&nbsp;<\/p>\n<p>Et aux \u00c9tats Membres, pour m\u2019avoir \u00e9lu \u00e0 cette haute responsabilit\u00e9.<\/p>\n<p>&nbsp;<\/p>\n<p>La session s\u2019est d\u00e9roul\u00e9e, dans un contexte, marqu\u00e9 par une incertitude croissante.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00c0 travers le monde, nous constatons :<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>\u2002\u2002\u2002\u2002\u2002Une intensification des conflits \u2013 de Gaza \u00e0 Ha\u00efti, du Myanmar au Soudan, en passant par l\u2019Ukraine, et bien d\u2019autres r\u00e9gions encore;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>\u2002\u2002\u2002\u2002\u2002Des in\u00e9galit\u00e9s et des injustices, qui \u00e9rodent la confiance, que nous avons dans nos institutions ;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>\u2002\u2002\u2002\u2002\u2002Une crise climatique, dont les cons\u00e9quences frappent le plus durement, ceux qui en sont les moins responsables ;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>\u2002\u2002\u2002\u2002\u2002Et les Objectifs de d\u00e9veloppement durable, qui s\u2019\u00e9loignent dangereusement de leur trajectoire.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>Pour relever ces d\u00e9fis mondiaux, l\u2019Assembl\u00e9e g\u00e9n\u00e9rale a confi\u00e9, \u00e0 la soixante-dix-neuvi\u00e8me session, des mandats importants.<\/p>\n<p>&nbsp;<\/p>\n<p>Cela a commenc\u00e9, avec l\u2019adoption historique du Pacte pour l\u2019avenir, en septembre dernier.<\/p>\n<p>&nbsp;<\/p>\n<p>Afin de faire avancer, la mise en \u0153uvre de ce Pacte, j\u2019ai convoqu\u00e9 une r\u00e9union avec les co-facilitateurs, des processus intergouvernementaux, en insistant sur la n\u00e9cessit\u00e9 d\u2019int\u00e9grer, les recommandations du Pacte, dans leurs travaux respectifs.<\/p>\n<p>&nbsp;<\/p>\n<p>Cette initiative a \u00e9t\u00e9 suivie d\u2019une r\u00e9union publique, avec les organisations de la soci\u00e9t\u00e9 civile, ainsi que de trois dialogues informels, visant \u00e0 promouvoir, la mise en \u0153uvre du Pacte, au niveau national.<\/p>\n<p>&nbsp;<\/p>\n<p>Nous avons \u00e9t\u00e9 guid\u00e9s, par le Pacte et par le th\u00e8me : \u00ab L\u2019unit\u00e9 dans la diversit\u00e9, pour l\u2019avancement de la paix, du d\u00e9veloppement durable, et de la dignit\u00e9 humaine partout, et pour tous \u00bb.<\/p>\n<p>&nbsp;<\/p>\n<p>Nous avons men\u00e9 des travaux, dans chacun des trois piliers des Nations Unies.<\/p>\n<p>&nbsp;<\/p>\n<p>Dans le domaine de la paix et de la s\u00e9curit\u00e9, l\u2019Assembl\u00e9e g\u00e9n\u00e9rale a tenu, des r\u00e9unions consacr\u00e9es aux conflits les plus urgents, \u00e0 travers le monde.<\/p>\n<p>&nbsp;<\/p>\n<p>Cela a notamment inclus, l\u2019initiative dite du veto, concernant la crise au Soudan,<\/p>\n<p>&nbsp;<\/p>\n<p>Ainsi que la situation des droits humains, en R\u00e9publique populaire d\u00e9mocratique de Cor\u00e9e.<\/p>\n<p>&nbsp;<\/p>\n<p>Nous avons \u00e9galement d\u00e9cid\u00e9, de tenir une r\u00e9union de haut niveau, le 30 septembre, sur la situation des musulmans rohingyas, et des autres minorit\u00e9s au Myanmar.<\/p>\n<p>&nbsp;<\/p>\n<p>Nos actions en faveur de la paix, ont sans doute \u00e9t\u00e9 les plus visibles, dans notre appel \u00e0 la fin des souffrances \u00e0 Gaza.<\/p>\n<p>&nbsp;<\/p>\n<p>L&#8217;Assembl\u00e9e G\u00e9n\u00e9rale a poursuivi les discussions dans le cadre de la Dixi\u00e8me session extraordinaire d\u2019urgence, qui s\u2019est r\u00e9unie \u00e0 trois reprises.<\/p>\n<p>&nbsp;<\/p>\n<p>En juillet, l\u2019Assembl\u00e9e a convoqu\u00e9, la Conf\u00e9rence internationale de haut niveau, pour le r\u00e8glement pacifique de la question de Palestine, et la mise en \u0153uvre de la solution \u00e0 deux \u00c9tats.<\/p>\n<p>&nbsp;<\/p>\n<p>Cette Conf\u00e9rence, reprendra ses travaux, pour sa session de cl\u00f4ture, \u00e0 l\u2019occasion de la prochaine Semaine de haut niveau, ce mois de septembre.<\/p>\n<p>&nbsp;<\/p>\n<p>L\u2019Assembl\u00e9e a \u00e9galement repris, sa Onzi\u00e8me session extraordinaire d\u2019urgence, au cours de laquelle deux r\u00e9solutions ont \u00e9t\u00e9 adopt\u00e9es, appelant \u00e0 une paix juste et durable en Ukraine, conform\u00e9ment \u00e0 la Charte des Nations Unies.<\/p>\n<p>&nbsp;<\/p>\n<p>Notre deuxi\u00e8me pilier d\u2019action, \u2013 la d\u00e9fense des droits humains \u2013 a rev\u00eatu une urgence nouvelle en cette ann\u00e9e, marqu\u00e9e par des reculs pr\u00e9occupants.<\/p>\n<p>&nbsp;<\/p>\n<p>Alors que nous comm\u00e9morions, le soixanti\u00e8me anniversaire de la Convention internationale, sur l\u2019\u00e9limination de toutes les formes de discrimination raciale, les \u00c9tats Membres ont affirm\u00e9, que l\u2019\u00e9galit\u00e9 ne doit pas seulement \u00eatre une promesse, mais une r\u00e9alit\u00e9 concr\u00e8te.<\/p>\n<p>&nbsp;<\/p>\n<p>L\u2019Assembl\u00e9e a \u00e9galement lanc\u00e9, la Deuxi\u00e8me D\u00e9cennie internationale des personnes d\u2019ascendance africaine.<\/p>\n<p>&nbsp;<\/p>\n<p>Et elle a d\u00e9cern\u00e9, le Prix Nelson Mandela \u00e0 deux laur\u00e9ats, dont les parcours incarnent l\u2019h\u00e9ritage de justice, de compassion, et de r\u00e9conciliation laiss\u00e9 par Madiba.<\/p>\n<p>&nbsp;<\/p>\n<p>Ces initiatives ont rappel\u00e9 avec force, que la promotion, et la protection des droits humains, exigent une vigilance constante.<\/p>\n<p>&nbsp;<\/p>\n<p>C\u2019est dans cet esprit, que je me suis rendu \u00e0 Gen\u00e8ve, pour m\u2019adresser \u00e0 la cinquante-huiti\u00e8me session, du Conseil des droits de l\u2019homme, en appelant \u00e0 une action collective face aux violations.<\/p>\n<p>&nbsp;<\/p>\n<p>Excellences,<\/p>\n<p>&nbsp;<\/p>\n<p>Abordant le troisi\u00e8me pilier de notre action, le d\u00e9veloppement durable, l\u2019Assembl\u00e9e a mis l\u2019accent sur des outils essentiels, pour acc\u00e9l\u00e9rer la r\u00e9alisation des Objectifs de d\u00e9veloppement durable.<\/p>\n<p>&nbsp;<\/p>\n<p>La r\u00e9ussite de la Quatri\u00e8me Conf\u00e9rence, sur le financement du d\u00e9veloppement, a marqu\u00e9 un tournant majeur.<\/p>\n<p>&nbsp;<\/p>\n<p>Son r\u00e9sultat, le \u00ab Compromis de S\u00e9ville \u00bb, offre un cadre pour combler le d\u00e9ficit de 4 000 milliards de dollars, n\u00e9cessaire au financement des Objectifs de d\u00e9veloppement durable.<\/p>\n<p>&nbsp;<\/p>\n<p>Les appels au partenariat ont \u00e9galement retenti lors de :<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>\u2002\u2002\u2002\u2002\u2002La Troisi\u00e8me Conf\u00e9rence des Nations Unies, sur les pays en d\u00e9veloppement sans littoral;<\/li>\n<\/ul>\n<p>Et la Troisi\u00e8me Conf\u00e9rence des Nations unies, sur l\u2019Oc\u00e9an.<\/p>\n<p>&nbsp;<\/p>\n<p>J\u2019ai \u00e9galement eu l\u2019honneur, de repr\u00e9senter l\u2019Assembl\u00e9e, lors de la lecture historique de l\u2019avis consultatif, de la Cour internationale de Justice, sur le changement climatique, \u00e0 La Haye.<\/p>\n<p>&nbsp;<\/p>\n<p>L\u2019Assembl\u00e9e a \u00e9galement \u0153uvr\u00e9, \u00e0 r\u00e9duire les fractures num\u00e9riques, en favorisant un processus inclusif et transparent, pour la mise en \u0153uvre du Pacte num\u00e9rique mondial.<\/p>\n<p>&nbsp;<\/p>\n<p>Je salue la cr\u00e9ation, d\u2019un Panel scientifique international ind\u00e9pendant, sur l\u2019intelligence artificielle, ainsi que l\u2019initiative du Dialogue mondial, sur la gouvernance de l\u2019intelligence artificielle.<\/p>\n<p>&nbsp;<\/p>\n<p>Your Excellencies,<\/p>\n<p>Ladies and Gentlemen,<\/p>\n<p>&nbsp;<\/p>\n<p>In addition to galvanising energies, for the execution of mandates, I undertook \u201csignature events,\u201d that reflected my priorities for the session.<\/p>\n<p>&nbsp;<\/p>\n<p>The first event was an informal interactive dialogue, organised with the International Committee of the Red Cross on, \u201cPreserving human dignity in armed conflict\u201d.<\/p>\n<p>&nbsp;<\/p>\n<p>For the second, I convened the Inter-Parliamentary Union Hearing on, \u201cScaling up action on the Sustainable Development Goals\u201d.<\/p>\n<p>&nbsp;<\/p>\n<p>The third event, held in partnership with the Economic and Social Council, focused on \u201cSmall arms and light weapons control, for preventing violence, and advancing sustainable development\u201d.<\/p>\n<p>&nbsp;<\/p>\n<p>The fourth, convened jointly, with the International Labour Organization, focused on the elimination of child labour in all its forms, including the forced recruitment, and use of children in armed conflict.<\/p>\n<p>&nbsp;<\/p>\n<p>For the fifth event, I convened the high-level thematic debate, on the future of peacekeeping in Africa.<\/p>\n<p>&nbsp;<\/p>\n<p>And with a focus on digitalisation, I convened the multistakeholder dialogue, on the New Partnership with Africa, as my final signature event.<\/p>\n<p>&nbsp;<\/p>\n<p>Throughout, I maintained a priority focus, on gender equality, and the empowerment of women and girls, relying on the good counsel, of my Advisory Board on Gender Equality.<\/p>\n<p>&nbsp;<\/p>\n<p>Aligned with these commitments, I prioritised efforts, to foster dialogue and build trust.<\/p>\n<p>&nbsp;<\/p>\n<p>I took a keen interest, in the reform of the Security Council, building on calls within the Pact for the Future, to encourage the full Â鶹APP membership, to put forward \u201cmodels\u201d for reform.<\/p>\n<p>&nbsp;<\/p>\n<p>In this regard, I met with all groups of the Intergovernmental Negotiations Process.<\/p>\n<p>&nbsp;<\/p>\n<p>During my visit to Addis Ababa, I met with the Heads of State, and Government, of the Committee of Ten, of the African Union.<\/p>\n<p>&nbsp;<\/p>\n<p>I subsequently gathered the Committee of Ten Ambassadors, representing the African Group in New York.<\/p>\n<p>&nbsp;<\/p>\n<p>And I was represented, by my Chef de Cabinet, at the Committee of Ten Ambassadorial Meeting in Sierra Leone, and Ministerial Meeting in Zambia.<\/p>\n<p>&nbsp;<\/p>\n<p>I strongly welcome recent developments such as:<\/p>\n<p>&nbsp;<\/p>\n<p>-\u2002\u2002\u2002\u2002\u2002The recent adoption of the African model;<\/p>\n<p>-\u2002\u2002\u2002\u2002\u2002The presentation of a model, for the Caribbean Community;<\/p>\n<p>-\u2002\u2002\u2002\u2002\u2002And Liechtenstein\u2019s revised model, during this session.<\/p>\n<p>&nbsp;<\/p>\n<p>I hope to see Africa\u2019s model, presented during the Intergovernmental Negotiations Process, in the eightieth session.<\/p>\n<p>&nbsp;<\/p>\n<p>Similarly, I convened \u201cPalaver Tree Dialogues\u201d bringing fresh light to the issues of:<\/p>\n<p>&nbsp;<\/p>\n<p>-\u2002\u2002\u2002\u2002\u2002Multilingualism;<\/p>\n<p>-\u2002\u2002\u2002\u2002\u2002The role of the General Assembly in peace and security;<\/p>\n<p>-\u2002\u2002\u2002\u2002\u2002The role of women in mediations and peace processes;<\/p>\n<p>-\u2002\u2002\u2002\u2002\u2002And strengthening multilateralism.<\/p>\n<p>&nbsp;<\/p>\n<p>This last dialogue, built on the momentum of several meetings I facilitated, among the Presidents of the General Assembly, the Economic and Social Council, the Security Council, and more recently, the Secretary-General.<\/p>\n<p>&nbsp;<\/p>\n<p>To expand access to the global conversation, I made multilingualism an important part of my agenda.<\/p>\n<p>&nbsp;<\/p>\n<p>I am grateful, to my office\u2019s Multilingualism Task Force, whose efforts enabled, the translation of the Pact for the Future into 33 languages.<\/p>\n<p>&nbsp;<\/p>\n<p>Your Excellencies,<\/p>\n<p>&nbsp;<\/p>\n<p>The General Assembly meeting, to commemorate the eightieth anniversary, of the signing of the Â鶹APP Charter, last June, marked a moment of collective reaffirmation:<\/p>\n<p>&nbsp;<\/p>\n<p>-\u2002\u2002\u2002\u2002\u2002Of the enduring spirit of San Francisco;<\/p>\n<p>-\u2002\u2002\u2002\u2002\u2002And of the timeless principles, that give life to our Organization.<\/p>\n<p>&nbsp;<\/p>\n<p>Member States made clear, that in spite of rising global conflicts, the Charter, and the Â鶹APP itself, represent a collective promise for a better future world.<\/p>\n<p>&nbsp;<\/p>\n<p>This is a promise we must fulfil. We have the moral obligation to do so.<\/p>\n<p>&nbsp;<\/p>\n<p>In March, the Secretary-General launched his UN80 Initiative, to make our Organisation more successful.<\/p>\n<p>&nbsp;<\/p>\n<p>I convened three briefings, to hear updates from the Secretary-General and his team.<\/p>\n<p>&nbsp;<\/p>\n<p>And I proposed, to establish an informal ad hoc working group, on the mandate implementation review issue.<\/p>\n<p>&nbsp;<\/p>\n<p>The General Assembly successfully established the working group, in one of its final decisions of the session last week.<\/p>\n<p>&nbsp;<\/p>\n<p>Your Excellencies,<\/p>\n<p>Ladies and Gentlemen,<\/p>\n<p>&nbsp;<\/p>\n<p>None of this I did alone. We worked as a team.<\/p>\n<p>&nbsp;<\/p>\n<p>I express my profound gratitude to Secretary-General, Ant\u00f3nio Guterres, and the entire Â鶹APP system, for their support and cooperation, throughout this session.<\/p>\n<p>&nbsp;<\/p>\n<p>My sincere appreciation to the General Committee, Chairs of the Main Committees, Co-Facilitators and Co-Chairs, as well as the Vice Presidents, who guided the General Assembly\u2019s work, whenever called upon to do so.<\/p>\n<p>&nbsp;<\/p>\n<p>To my cabinet, including my chef de cabinet and deputy chef de cabinet, I offer my deepest gratitude. Bravo!<\/p>\n<p>&nbsp;<\/p>\n<p>Your long hours and belief in our shared mission have powered this session forward.<\/p>\n<p>&nbsp;<\/p>\n<p>I express particular thanks, to those Member States, that generously provided support, and seconded their capable diplomats, and staff to my Office.<\/p>\n<p>&nbsp;<\/p>\n<p>Finally, I extend my warmest congratulations\u00a0to the President-elect of the eightieth session.<\/p>\n<p>&nbsp;<\/p>\n<p>Madame, may you take the General Assembly to new heights. You will be successful.<\/p>\n<p>&nbsp;<\/p>\n<p>The great statesman Kenneth Kaunda of Zambia, once said, I quote: \u201cAmbition never comes to an end.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>May our collective ambition endure.
