Excellencies, Dear Friends<\/span><\/span> of Universal Health Care<\/span><\/span>,<\/span><\/span><\/p>\n

\n

\u2022 <\/span>H<\/span><\/span>ealth<\/span><\/span>, as we are so proud to say,<\/span><\/span> is <\/span><\/span>not a luxury<\/span><\/span>but a human right<\/span><\/span>. <\/span><\/span><\/div>\n

\n

\u2022 <\/span>Yet at least half of the people around the world are <\/span><\/span>not able to get the health services they need<\/span><\/span>.<\/span><\/span><\/div>\n

\n

\u2022 <\/span>And even <\/span><\/span>many<\/span><\/span> who can access doctors and medicine, do so <\/span><\/span>at a<\/span><\/span> very high cost<\/span><\/span>. About 100 million people are pushed into <\/span><\/span>even <\/span><\/span>deep<\/span><\/span>er<\/span><\/span> poverty each year because of out-of-pocket spending on health.<\/span><\/span><\/div>\n

\n

\u2022 <\/span>The COVID19 pandemic drew our attention to the <\/span><\/span>appalling<\/span><\/span> inequality<\/span><\/span> between the poor and <\/span><\/span>the <\/span><\/span>rich, the developing and the developed world, in enjoying basic health services. <\/span><\/span><\/div>\n

\n

\u2022 <\/span>We have known about this divide<\/span><\/span> yet failed to understand the real magnitude of the problem.<\/span><\/span> But, as Nobel laureate Hungarian scientist Albert <\/span><\/span>Szent-Gy\u00f6rgyi<\/span><\/span> had <\/span><\/span>pointed out<\/span><\/span>, the real task <\/span><\/span>is <\/span><\/span>\u201cto see what <\/span><\/span>everybody else<\/span><\/span> has seen and think what <\/span><\/span>nobody else<\/span><\/span> has thought\u201d.<\/span><\/span><\/div>\n

\n

\u2022 <\/span>From now on, we must <\/span><\/span>think differently<\/span><\/span>. For those in need, <\/span><\/span>we must ensure access<\/span><\/span> to the health services, whenever and wherever necessary and without financial hardship. <\/span><\/span><\/div>\n

\n

\u2022 <\/span>Sufficient funds<\/span><\/span> must be invested in our health system. Increasing government allocations are needed for financing the Primary Health Coverage, which should be <\/span><\/span>more equitable and efficient<\/span><\/span>. <\/span><\/span><\/div>\n

\n

\u2022 <\/span>In this process, we <\/span><\/span>must prioritize the needs of the most vulnerable<\/span><\/span>, including women and children<\/span><\/span>. <\/span><\/span><\/div>\n

\n

\u2022 <\/span>I<\/span><\/span>n 2023<\/span><\/span>, we <\/span><\/span>have to<\/span><\/span> take stock of our achievements and make <\/span><\/span>definite <\/span><\/span>new commitments <\/span><\/span>to accelerate progress in this field. <\/span><\/span><\/div>\n

\n

\u2022 <\/span>My goal is to ensure synergy between <\/span><\/span>the <\/span><\/span>High-Level Meetings on health planned for 2023, and the forthcoming SDG Summit. A <\/span><\/span>holistic view<\/span><\/span> on health is essential for the success of the 2030 Agenda.<\/span><\/span><\/div>\n

\n

\u2022 <\/span>I will also strive <\/span><\/span>to align<\/span><\/span> these discussions with the <\/span><\/span>message of the landmark<\/span><\/span> political declaration that was <\/span><\/span>a<\/span><\/span>d<\/span><\/span>opted <\/span><\/span>by consensus in 2019. \u00a0<\/span><\/span><\/div>\n

\n

\u2022 <\/span>I plan to appoint <\/span><\/span>co-facilitators<\/span><\/span> for the political declaration on UHC in October so that we can start with the process right away. <\/span><\/span><\/div>\n

\n

\u2022 <\/span>I call on member states to <\/span><\/span>engage constructively<\/span><\/span> in the process, and to <\/span><\/span>show commitment<\/span><\/span> through actions.<\/span><\/span><\/div>\n

\n

\u2022 <\/span>I welcome the initiative by the Group of Friends of Universal Health Care to informally support the high-level meeting process <\/span><\/span>as a platform for discussion<\/span><\/span>. <\/span><\/span><\/div>\n

\n

\u2022 <\/span>I was <\/span><\/span>pleased<\/span><\/span> to learn that, in cooperation with WHO, the Group will organize thematic discussions leading up to the HLM.<\/span><\/span><\/div>\n

\n

\n

\u2022 <\/span>L<\/span><\/span>et<\/span><\/span>\u2019s go ahead<\/span><\/span> with our many tasks. <\/span><\/span><\/div>\n

\n

\u2022 <\/span>Because <\/span><\/span>Thomas Carlyle was right when he sai<\/span><\/span>d: <\/span><\/span>\u201cHe who has health has hope<\/span><\/span>, and he who has hope, has everything.\u201d<\/span><\/span><\/div>\n
