L\u2019Assembl\u00e9e g\u00e9n\u00e9rale des Nations Unies a \u00e9lu le 4 juin 2019 M. Tijjani Muhammad-Bande, Repr\u00e9sentant permanent du Nig\u00e9ria aupr\u00e8s des Nations Unies, Pr\u00e9sident de la 74\u00e8me session de l\u2019Assembl\u00e9e g\u00e9n\u00e9rale des Nations Unies.<\/em><\/strong><\/p>\n Le professeur Tijjani Muhammad-Bande a men\u00e9 de front une brillante carri\u00e8re d\u2019universitaire et de diplomate. Dipl\u00f4m\u00e9 \u00e8s sciences politiques, il est titulaire d\u2019une licence de l\u2019Universit\u00e9 Ahmadu Bello (Nig\u00e9ria, 1979), d\u2019une ma\u00eetrise de l\u2019Universit\u00e9 de Boston (\u00c9tats-Unis, 1981) et d\u2019un doctorat de l\u2019Universit\u00e9 de Toronto (Canada, 1987).<\/p>\n Le professeur Muhammad-Bande a d\u00e9but\u00e9 sa carri\u00e8re en 1980 en qualit\u00e9 d\u2019assistant de recherche \u00e0 l\u2019Universit\u00e9 Usmanu Danfodiyo de Sokoto (Nig\u00e9ria), o\u00f9 il a gravi les \u00e9chelons pour devenir professeur en 1998 puis vice-recteur en 2004, fonction qu\u2019il a exerc\u00e9e pendant cinq ans. Pendant son mandat de vice-recteur, l\u2019Universit\u00e9 Usmanu Danfodiyo, qui comptait alors environ 20 000 \u00e9tudiants \u00e0 plein temps r\u00e9partis dans diverses facult\u00e9s, a obtenu la premi\u00e8re place du classement dress\u00e9 aux fins de l\u2019accr\u00e9ditation des programmes universitaires des universit\u00e9s nig\u00e9rianes (2007).<\/p>\n Entre 2000 et 2004, le professeur Muhammad-Bande a \u00e9t\u00e9 directeur g\u00e9n\u00e9ral du Centre africain de formation et de recherche administratives pour le d\u00e9veloppement (CAFRAD), \u00e0 Tanger (Maroc). Le Centre, cr\u00e9\u00e9 par des gouvernements africains en 1964, est la plus importante entit\u00e9 intergouvernementale consacr\u00e9e \u00e0 la r\u00e9forme de la gouvernance en Afrique. Sous la direction du professeur Muhammad-Bande, la CAFRAD a am\u00e9lior\u00e9 la formation indispensable des hauts fonctionnaires africains, effectu\u00e9 des recherches dans des domaines sp\u00e9cialis\u00e9s li\u00e9s aux questions de gouvernance en Afrique et collabor\u00e9 avec de nombreux partenaires, en particulier le D\u00e9partement des affaires \u00e9conomiques et sociales du Secr\u00e9tariat de l\u2019Organisation des Nations Unies.<\/p>\n De 2010 \u00e0 2016, le professeur Muhammad-Bande a exerc\u00e9 les fonctions de Directeur g\u00e9n\u00e9ral du National Institute for Policy and Strategic Studies (Institut national des \u00e9tudes politiques et strat\u00e9giques) du Nig\u00e9ria, l\u2019institution politique la plus prestigieuse du pays, o\u00f9 sont form\u00e9s les futurs dirigeants des secteurs public et priv\u00e9, notamment les officiers hauts grad\u00e9s des forces arm\u00e9es. Dans ce cadre, il a \u00e9t\u00e9 \u00e0 l\u2019origine d\u2019une am\u00e9lioration notable de la qualit\u00e9 des programmes et des activit\u00e9s de l\u2019Institut. Une de ses initiatives les plus remarqu\u00e9es a \u00e9t\u00e9 la cr\u00e9ation du Political Parties Leadership and Policy Development Centre (Centre de direction des partis politiques et d\u2019\u00e9laboration de politiques), le premier en son genre en Afrique.<\/p>\n En sa qualit\u00e9 de Repr\u00e9sentant permanent du Nig\u00e9ria aupr\u00e8s de l\u2019Organisation des Nations Unies, le professeur Muhammad-Bande a collabor\u00e9 avec ses homologues de toutes les r\u00e9gions du monde en vue d\u2019atteindre des objectifs communs. Il a \u00e9t\u00e9 Vice-Pr\u00e9sident de l\u2019Assembl\u00e9e g\u00e9n\u00e9rale \u00e0 sa soixante et onzi\u00e8me session et demeure actif dans plusieurs instances, notamment en tant que Pr\u00e9sident du Comit\u00e9 sp\u00e9cial des op\u00e9rations de maintien de la paix (Comit\u00e9 des 34), que membre du Conseil consultatif du Centre des Nations Unies pour la lutte contre le terrorisme et que Pr\u00e9sident de la Communaut\u00e9 \u00e9conomique des \u00c9tats de l\u2019Afrique de l\u2019Ouest (2018-2019).<\/p>\n Le professeur Muhammad-Bande a \u00e9galement si\u00e9g\u00e9 au jury du Prix du m\u00e9rite du Nig\u00e9ria et aux jurys de s\u00e9lection des professeurs de plusieurs universit\u00e9s. Il a obtenu des prix du m\u00e9rite et d\u2019autres distinctions d\u00e9cern\u00e9s par des institutions et des gouvernements de divers pays, dont les \u00c9tats-Unis et la Chine. <\/a> H.E. Mr. Tijjani Muhammad Bande UN Photo\/Evan Schneider[\/caption]\r\n\r\nTijjani Muhammad-Bande has had an outstanding career as a scholar and diplomat. He received a B.Sc (Political Science) from Ahmadu Bello University, Nigeria (1979); an MA (Political Science) from Boston University, United States of America (1981); and a Ph.D (Political Science) from University of Toronto, Canada (1987).\r\n\r\nHe started his academic career at Usmanu Danfodiyo University, Nigeria, rising from Graduate Assistant in 1980 to full Professor in 1998, and ultimately to Vice-Chancellor, in 2004, a position he held for five years. During his tenure as Vice Chancellor, the University, with about 20,000 full-time students in various faculties, ranked first in the accreditation of academic programmes in Nigerian universities (2007).\r\n\r\nBetween 2000 and 2004, Professor Mohammad-Bande served as Director-General of Le Centre Africain de Formation et de Recherche Administratives pour le D\u00e9veloppement (CAFRAD), in Tangiers, Morocco. Established by African governments in 1964, CAFRAD is the continent\u2019s premier intergovernmental Centre for governance reform. Under his stewardship, the Centre improved much-needed training for senior African public servants, conducted specialized research on African governance issues, and worked with a variety of partners, in particular the Department of Economic and Social Affairs of the Â鶹APP.\r\n\r\nFrom 2010 to 2016, he held the position of Director-General of the National Institute for Policy and Strategic Studies, Nigeria\u2019s most reputable policy institution for training leaders from the public and private sectors, including high echelon officials of Nigeria\u2019s Armed Forces. In that capacity, he inspired a marked improvement in the quality of the Institute\u2019s programming and activities. One of his signature initiatives in that regard was the establishment of the Political Parties Policy and Leadership Development Centre, the first of its kind in Africa.\r\n\r\nAs Nigeria\u2019s Permanent Representative to the Â鶹APP (2018-2019), Professor Mohammad-Bande worked with colleagues from all regions of the world to achieve common objectives. He served as Vice-President of the 71st session of the General Assembly and was active in several forums, including as Chair of the Special Committee on Peacekeeping Operations (C34), Member or the Advisory Board of the Â鶹APP Counter-Terrorism Centre, and Chair of the Economic Community of West African States (ECOWAS) Group.\r\n\r\nProfessor Muhammad-Bande was an assessor for the National Merit Award (Nigeria) and for professorial positions in universities. He has won merit awards and honours from institutions and governments, including the Government of the United States of America and the Government of China. Most notably, he was named Officer of the Order of the Federal Republic (OFR), one of Nigeria\u2019s highest national honours.\r\n\r\nHe is married with four children, and his hobbies include swimming, soccer, field hockey, farming and music.","_et_gb_content_width":"","footnotes":"","_links_to":"","_links_to_target":""},"class_list":["post-165845","page","type-page","status-publish","hentry"],"yoast_head":"\n
