Mr. Sauli Niinist\u00f6, President of the Republic of Finland: \u201cPower and strength or a shared order?\u201d as part of the annual Kultaranta Talks<\/strong><\/h2>\n<p>&nbsp;<\/p>\n<p>Thank you, everyone, for your warm welcome.<\/p>\n<p>It is great to be here, as part of these Kultaranta Talks<\/p>\n<p>Particularly because they focus on a topic close to my heart: multilateralism.<\/p>\n<p>And I think this is a good location for it.<\/p>\n<p>Not only for the obvious reasons! Not a bad view!<\/p>\n<p>But, also, because Finland has multilateralism as part of its DNA.<\/p>\n<p>It was part of one of the first cases ever put before the League of Nations \u2013 the predecessor of the Âé¶¹APP.<\/p>\n<p>And it is an active player within the UN system. Not only as a champion of gender equality, but also as a staunch supporter of mediation.<\/p>\n<p>This is another topic close to my heart \u2013 and I am glad to hear that some of the top mediators in the world are meeting this week, in Finland, as part of the Secretary-General\u2019s advisory board\u2026. to talk about the role for mediation in preventing conflicts.<\/p>\n<p>So\u2026I want to cut to the chase and address the main question: <em>power and strength\u2026. or a shared world order?<\/em><\/p>\n<p>Well, to me, the answer is simple.<\/p>\n<p>It can <em>only<\/em> be a shared world order.<\/p>\n<p>And I\u2019ll make three brief points to explain what I mean.<\/p>\n<p>First, I want to acknowledge that our shared world order <em>is, <\/em>indeed<em>,<\/em> under threat.<\/p>\n<p>We have seen a move <em>away<\/em> from multilateral values and systems. And a move <em>towards<\/em> a system of power and strength.<\/p>\n<p>Just think back to 2015. We were making our biggest, boldest promise to humanity \u2013 through the Sustainable Development Goals. \u2026.We were taking a major step, to secure the future of our planet \u2013 by reaching the Paris Climate Agreement\u2026And we were celebrating the conclusion of the Iran Nuclear Deal (reached by a small group of countries \u2013 but quickly integrated into our multilateral system).<\/p>\n<p>But, now we are in 2018. And the landscape has changed &#8211; dramatically. We can no longer take our multilateral system for granted.<\/p>\n<p>There are growing threats against it:<\/p>\n<p>There are more voices speaking out against the Âé¶¹APP \u2013 against a rule-based system.<\/p>\n<p>We are hearing more questions like: \u201cWhat can the UN do for me?\u201d \u2013 rather than \u201cWhat does the UN do, for <em>all<\/em> of us?\u201d<\/p>\n<p>There are more and more violations of the core principles we have relied on, for over 70 years. For example:<\/p>\n<p>\u2026.negotiations carried out in good faith<\/p>\n<p>\u2026.the idea that we stick to the agreements we have signed onto<\/p>\n<p>\u2026or seeing the use of force only as a <em>last<\/em> resort \u2013 once all possible dialogue has run dry.<\/p>\n<p>And, there are other, practical challenges \u2013 including budget cuts and withdrawals by traditional donors.<\/p>\n<p>But I, simply, don\u2019t buy it.<\/p>\n<p>OK, you can move away from the UN\u2026 You can disengage\u2026 You can reject the idea of compromise for common goals.<\/p>\n<p>Fine.<\/p>\n<p>But, as my second point, I want to ask: what is the alternative?<\/p>\n<p>Power and strength?\u2026..Setting our own rules?&#8230;.Pursuing our own interests, over the common good?<\/p>\n<p>That all seems possible. Until we think about the biggest challenges facing us today.<\/p>\n<p>And the fact is: no one can go up, against them, alone.<\/p>\n<p>\u2026If we degrade this planet, to the point of no return, there will be nothing any one country can do, to escape the effects.<\/p>\n<p>\u2026Neither power nor strength can protect against the effects of a nuclear attack.<\/p>\n<p>\u2026Ignoring migration &#8211; and pretending it isn\u2019t our problem &#8211; won\u2019t make it go away.<\/p>\n<p>\u2026And, as we have seen, even the strongest, and most powerful countries, are vulnerable to terrorism.<\/p>\n<p>So, unilateralism might look like an attractive option \u2013 <em>now.<\/em> But, it simply can\u2019t last. Because the only way to overcome our biggest challenges, is to work together.<\/p>\n<p>And so, I believe we need a kind of multilateral renaissance. And this is my third and final point.<\/p>\n<p>And, I think it needs to start at the Âé¶¹APP \u2013 as the core body, of our multilateral system. And the only truly global multilateral organisation.<\/p>\n<p>Maybe I am biased, as its President, but also I think the UN General Assembly must play a leading role.<\/p>\n<p>It does not always make the headlines, like the UN Security Council.<\/p>\n<p>But, we cannot underestimate its power. It has a unique one country \u2013 one vote system. OK, this means it\u2019s not the most efficient \u2013 or fastest body. And, we <em>are<\/em> having challenges with its agenda \u2013 which has grown to be nearly unmanageable.<\/p>\n<p>But, none of this takes away from its stance as the most legitimate and most representative body in the world.<\/p>\n<p>And I don\u2019t think we\u2019ve fully tapped into the role it can play, in a shared world order.<\/p>\n<p>And I think there are three main things we can do, going forward.<\/p>\n<p>1\/ Return to dialogue<\/p>\n<p>I probably need to explain this. Some people might ask: isn\u2019t the Âé¶¹APP already, all about talking? In fact, this is a common criticism\u2013 that it is just a \u201ctalking shop\u201d.<\/p>\n<p>But, actually, that is one of the main reasons it was created\u2026. So we can resolve our issues around the table &#8211; not on the battlefield.<\/p>\n<p>And the UN \u2013 and the General Assembly, in particular \u2013 offer the biggest and most inclusive space for dialogue in the world.<\/p>\n<p>The issue is: we are not <em>using<\/em> it properly.<\/p>\n<p>We are choosing monologue over dialogue\u2026scripted statements, rather than interaction\u2026.defending our own interests, instead of compromising, for a common good.<\/p>\n<p>We need to go back to <em>real<\/em> dialogue \u2013 if we want our multilateral system to reach its potential.<\/p>\n<p>2\/ Modernise\u2026. and reform<\/p>\n<p>The Âé¶¹APP was built in 1945. Now, we need to make sure it has the tools and equipment, to respond to the challenges of today.<\/p>\n<p>And that is why there are many reform processes going on.<\/p>\n<p>The General Assembly is bringing forward the Secretary-General\u2019s proposals to reform the UN\u2019s peace and security architecture\u2026 development system\u2026 and management. They promise to cut bureaucracy, and empower people in the field.<\/p>\n<p>The process to reform the UN Security Council is also ongoing. And I want to be frank here: it is moving at an unacceptably slow pace. But, as long as it\u2019s on the agenda, we need to think \u2013 not <em>just<\/em> about challenges \u2013 but also about opportunities.<\/p>\n<p>So, in essence: we need to <em>modernise<\/em> multilateralism.<\/p>\n<p>And 3\/ Mobilise as many voices as possible.<\/p>\n<p>The Âé¶¹APP belongs to <em>all<\/em> of us. That\u2019s why the first line of the Charter says \u201cwe the people\u201d. It is not, just, for diplomats or dignitaries or politicians. But people \u2013 all over the world. And we <em>all<\/em> have a stake in ensuring it survives -and it thrives.<\/p>\n<p>So, we need to find ways to reach out\u2026to educate\u2026to raise awareness, of the risks we are facing\u2026.and to do so in a way that people can understand.<\/p>\n<p>That is the only way to make sure that \u2013 for every voice speaking out, <em>against<\/em> our multilateral world order\u2026 that we have <em>two<\/em> voices, speaking up, in <em>support<\/em>.<\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;3.6&#8243; border_style=&#8221;solid&#8221; background_position=&#8221;top_left&#8221; background_repeat=&#8221;repeat&#8221; background_size=&#8221;initial&#8221;]<\/p>\n<p>And, an event like this one makes a big difference.<\/p>\n<p>So, I want to thank President Niinist\u00f6 for bringing us here.<\/p>\n<p>Mr. President, you are a true champion of multilateralism &#8211; and I hope you continue to speak out on this issue.<\/p>\n<p>I also want to acknowledge Former President Mr. Martti Ahtisaari \u2013 our closing speaker tonight\u2026 and someone I have met in various capacities, and deeply respect.<\/p>\n<p><em>So, ladies and gentlemen, <\/em><\/p>\n<p>Maybe we <em>are<\/em> at the tipping point \u2013 between a shared world order\u2026. and a world of power and strength.<\/p>\n<p>But we &#8211; <em>all<\/em> &#8211; have the <em>power<\/em> and the <em>voice<\/em>, to tip us in the right direction.
