Based on this, a common understanding of human security was agreed upon: the right of people to live in freedom and dignity, free from poverty and despair. <\/span><\/p>\n<p><a href=\"https:\/\/www.un.org\/humansecurity\/wp-content\/uploads\/2022\/06\/GA_ResolutionMediationA66291_English.pdf\"><span style=\"font-weight: 400;\">Follow-up to Paragraph 143 on Human Security of the <em>2005 World Summit Outcome Document <\/em>(A\/RES\/64\/291),<\/span><\/a><span style=\"font-weight: 400;\">\u00a016 July 2010<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The General Assembly recognised ongoing efforts to define the notion of human security, and noted the need to continue the discussion and achieve an agreement on the definition of human security for the use of the General Assembly. <\/span><\/p>\n<h3>General Assembly Debates<\/h3>\n<p><a href=\"https:\/\/www.un.org\/humansecurity\/wp-content\/uploads\/2024\/06\/Summary_Informal-Meeting-of-the-General-Assembly-on-Human-Security_2-April-2024.pdf\">General Assembly Informal Plenary Meeting on the Report of the Secretary-General (A\/78\/665)<\/a>, 2 April 2024<\/p>\n<p>The President of the General Assembly at its seventy-eighth session convened an informal plenary meeting of the General Assembly on human security. The meeting provided the opportunity for Member States to exchange perspectives on the fourth report of the Secretary-General on human security (A\/78\/665) and the way forward for human security at the United Nation.<\/p>\n<p><a href=\"https:\/\/www.un.org\/humansecurity\/wp-content\/uploads\/2021\/06\/Summary-of-GA-Thematic-Debate-on-HS-18-June-2014.pdf\"><span style=\"font-weight: 400;\">General Assembly Informal Thematic Debate on Human Security<\/span><\/a><span style=\"font-weight: 400;\">, 18 June 2014<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A thematic debate on the human security approach took place on 18 June 2014. The debate aimed to enable Member States to respond to the recommendations contained in the latest report of the Secretary-General, and to provide an opportunity for an exchange of views on how human security can be included in the next development framework. <\/span><\/p>\n<p><a href=\"https:\/\/digitallibrary.un.org\/record\/726045\/files\/A_66_763-EN.pdf\"><span style=\"font-weight: 400;\">General Assembly Plenary Meeting on the Report of the Secretary-General (A\/66\/763),<\/span><\/a><span style=\"font-weight: 400;\">\u00a05 April 2012<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The General Assembly met to consider the Secretary-General\u2019s report &#8220;<\/span><span style=\"font-weight: 400;\"><em>Follow-up to General Assembly Resolution 64\/291 on Human Security (A\/66\/763)&#8221;<\/em>. The report was prepared pursuant to General Assembly resolution 64\/291, in which the Assembly requested the Secretary-General seek the views of Member States on the notion of human security, including a possible definition thereof, and to submit a report to the Assembly at its sixty-sixth session.<\/span><\/p>\n<p><a href=\"http:\/\/www.unocha.org\/sites\/dms\/HSU\/Publications%20and%20Products\/GA%20Resolutions%20and%20Debate%20Summaries\/GA%20Thematic%20Debate%20on%20HS%20-%20%20April%202011%20for%20website.pdf\"><span style=\"font-weight: 400;\">General Assembly Informal Thematic Debate on Human Security<\/span><\/a><span style=\"font-weight: 400;\">, 14 April 2011<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The informal thematic debate took place on 14 April 2011 at UN Headquarters in New York. The debate, which consisted of two moderated panel discussions with high-level experts, focused on a possible approach to defining human security and its added value as a practical approach to addressing the growing interrelation of threats to peace and development for people on the ground. The floor was opened to delegates for questions to the panelists, as well as interventions.<\/span><\/p>\n<p><a href=\"http:\/\/www.unocha.org\/sites\/dms\/HSU\/Publications%20and%20Products\/GA%20Resolutions%20and%20Debate%20Summaries\/GA%20Informal%20Panel%20Discussions%20and%20Plenary%20Meeting%20on%20HS%20-%20May%202010%20for%20HSU%20website.pdf\"><span style=\"font-weight: 400;\">General Assembly Panel Discussion and Plenary Meeting on Human Security<\/span><\/a><span style=\"font-weight: 400;\">, 20-21 May 2010<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The General Assembly met to consider the Secretary-General\u2019s recent report on human security (document A\/64\/701), and held a panel discussion on <em>\u201cPeople-Centred Responses: The Added Value of Human Security\u201d<\/em> on 20-21 May 2010. The report provides an update on developments related to the advancement of that concept over the past five years and takes stock of discussions on human security, its various definitions and its relationship to State sovereignty and the responsibility to protect<\/span><\/p>\n<p><a href=\"http:\/\/www.unocha.org\/sites\/dms\/HSU\/Publications%20and%20Products\/GA%20Resolutions%20and%20Debate%20Summaries\/GA%20Thematic%20Debate%20on%20HS%20-%20May%202008%20for%20website.pdf\"><span style=\"font-weight: 400;\">General Assembly Informal Thematic Debate on Human Security<\/span><\/a><span style=\"font-weight: 400;\">, 22 May 2008<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As a follow-up to the commitment expressed by the Members States, H.E. Srgjan Kerim, President of the 62nd session of the UN General Assembly, invited all Permanent Representatives and Permanent Observers to the Âé¶¹APP to an informal thematic debate of the General Assembly on human security. The aim of the informal thematic debate was to reflect on human security\u2019s multidimensional scope and to explore ways to make further progress on the initial reference to human security in paragraph 143 of the<em>\u00a0&#8220;2005 World Summit Outcome Document<\/em>&#8220;.<\/span><\/p>\n<h3>Reports of the Secretary-General and UN Bodies<\/h3>\n<p><a href=\"https:\/\/www.un.org\/humansecurity\/wp-content\/uploads\/2024\/06\/A.78.665-Report-of-the-Secretary-General-on-Human-Security.pdf\">Report of the Secretary-General, Human Security (A\/78\/665)<\/a>, 2 January 2024<\/p>\n<p>The present report provides an update on developments related to the advancement of human security since the last report on the subject issued 10 years ago (A\/68\/685). It offers new insights on how best to respond to today\u2019s complex crises, including concerted efforts to accelerate the realization of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals. Based on concrete examples and lessons learned from governments and the international community, the report offers the tools, strategies and partnerships that have proven to reduce risks, enhance trust and, wherever possible, mitigate and prevent the scale and scope of current and emerging challenges. Through a prospective analysis based on the common understanding of human security as outlined by the General Assembly in resolution 66\/290, the report considers future action in adapting to climate change, governing the digital economy, limiting pandemics, reducing poverty and hunger, narrowing inequalities and preventing conflict, violence and forced displacement.<\/p>\n<p><a href=\"https:\/\/digitallibrary.un.org\/record\/763700\/files\/A_68_685-EN.pdf?ln=en\">Report of the Secretary-General, Follow-up to General Assembly resolution 66\/290 on human security (A\/68\/685)<\/a>,\u00a023 December 2013<\/p>\n<p><span style=\"font-weight: 400;\">This report is based on a wealth of information gathered in response to questionnaires sent to\u00a0Governments of all Member States, regional organizations, components of the United\u00a0Nations system, academic and research institutions, and non-governmental organizations. It provides numerous examples, across a range of thematic areas, where the\u00a0value of the human security approach is beneficial to our determination to reduce the likelihood of conflicts, overcome the obstacles to sustainable development and promote a life of dignity for all.\u00a0From these experiences, critical lessons have been learned, such as the importance of advancing\u00a0inclusive and people-centered solutions, the need to tailor national strategies and international responses to\u00a0the multi-dimensional context\u00a0of\u00a0vulnerabilities\u00a0at the local level and\u00a0the significance\u00a0of comprehensive approaches based on a more integrated Âé¶¹APP system,\u00a0in partnership with Governments and people. The report closes with a set of recommendations which aim to promote the mainstreaming of human security into the activities of the Âé¶¹APP system as well as its application as an overarching framework in the post-2015 Development Agenda.<\/span><\/p>\n<p><a href=\"https:\/\/digitallibrary.un.org\/record\/726045?ln=en\">Report of the Secretary-General, Follow-up to General Assembly resolution 64\/291 on human security (A\/66\/763)<\/a>,\u00a05 April 2012<\/p>\n<p><span style=\"font-weight: 400;\">This report has been prepared pursuant to General Assembly resolution 64\/291, in which the Assembly requested the Secretary-General seek the views of Member States on the notion of human security, including a possible definition thereof, and to submit a report to the Assembly at its sixty-sixth session. In accordance with that resolution, Governments of all Member States were invited to provide their views through written submissions and informal consultations with the Special Adviser to the Secretary-General on Human Security. Based on contributions from Member States, the report provides a summary of discussions on human security at the General Assembly, outlines key aspects towards forming a common understanding on the notion of human security, suggests a common understanding on human security, based on the views expressed by Member States, and considers areas where the application of human security can bring added value to the work of the Organization. The report closes with a set of recommendations for the consideration of Member States.<\/span><\/p>\n<p><a href=\"https:\/\/undocs.org\/en\/A\/64\/701\">Report of the Secretary-General, Human Security (A\/64\/701)<\/a>, 8 March 2010<\/p>\n<p><span style=\"font-weight: 400;\">This report was submitted pursuant to paragraph 143 of the <em>&#8220;2005 World Summit Outcome Document<\/em>&#8221; (General Assembly resolution 60\/1), in which the Heads of State and Government committed themselves to discuss and define the notion of human security. The report provided an update on developments related to the advancement of human security since the 2005 World Summit. It took stock of discussions on human security, its various definitions and its relationship to State sovereignty and the responsibility to protect. The report also outlined the principles and the approach for advancing human security and its application to the current priorities of the Âé¶¹APP. Key human security initiatives undertaken by Governments, regional and sub-regional intergovernmental organizations and the organizations and bodies of the Âé¶¹APP system were presented as examples of the reach of this important concept and its growing acceptance. The report concluded by identifying the core elements and the added value of human security, and provided a set of recommendations as a follow-up to the above-mentioned commitment.<\/span><\/p>\n<p><a href=\"https:\/\/www.un.org\/humansecurity\/wp-content\/uploads\/2022\/06\/A.59.2005.Add_.3.pdf\">Report of the Secretary-General: <em>&#8220;In Larger Freedom: Towards Development, Security and Human Rights for All&#8221;<\/em> (A\/59\/2005)<\/a>, 2005<\/p>\n<p><span style=\"font-weight: 400;\">In 2005, Secretary-General Kofi Annan presented this five-year progress report on the implementation of the Millennium Declaration, as requested by the Âé¶¹APP General Assembly. The report set out priorities for action in the fields of development, security and human rights, and asked countries to adopt a comprehensive national strategy to achieve the Millennium Development Goals by 2015. The report noted that the Millennium Declaration reaffirmed the commitment of all nations to the rule of law as the all-important framework for advancing human security. <\/span><\/p>\n<p><a href=\"https:\/\/www.un.org\/ruleoflaw\/files\/gaA.59.565_En.pdf\">Report of the Secretary-General&#8217;s High-Level Panel on Threats, Challenges and Change: <em>&#8220;A More Secure World: Our Shared Responsibility&#8221;<\/em><\/a>,\u00a0 2004.<\/p>\n<p><span style=\"font-weight: 400;\">This report noted that development and security are inextricably linked. The report stated that while extreme poverty and infectious diseases threaten many people directly, they can also provide a fertile environment for the emergence of other threats, including civil conflict.
