Leveraging Human Security for Integrated Urban Solutions and Housing: Lessons from Joint UN Action

Building on the successful WSSD Solutions Session in Doha, this event will demonstrate how joint UN action has delivered measurable, locally grounded solutions in urban human security. Through the human security approach, UN agencies are helping cities confront interconnected risks related to housing, social cohesion, safety, livelihoods, climate pressures, and governance.

The session will highlight achievements from UNTFHS programmes, including the Lebanon programme implemented by UN Habitat, UNICEF, and UN Women. In overcrowded neighborhoods affected by housing shortages and deteriorating infrastructure, the programme strengthened social cohesion, expanded access to essential services, and supported economic empowerment for vulnerable refugee and host communities. These outcomes show how coordinated UN engagement can improve wellbeing, rebuild community trust, and enhance local resilience.

Experiences from other UNTFHS programmes further illustrate the adaptability of the human security approach. In Cabo Verde, joint UN action supported island-level authorities to improve climate resilient water management and reinforce social protection mechanisms for households facing drought, food insecurity, and climate-related livelihood risks. The programme demonstrated how human security can guide localized, community-driven planning that links climate adaptation, social inclusion, and economic opportunity.

The event will also feature experiences from Ciudad Ju¨¢rez and Durban, where UN cooperation supported locally led human security appraisals and action plans. These tools enabled cities to integrate human security into strategies on housing, safety, climate stress, social inclusion, and local governance, demonstrating that the approach is not theoretical but a practical instrument for urban transformation.

HUMAN SECURITY IN HOUSING AND URBAN DEVELOPMENT

The UN Trust Fund for Human Security (UNTFHS) supports joint UN programmes that apply the human security approach to complex urban challenges, using housing and urban development as strategic entry points for integrated, people?centered action. By focusing on people¡¯s lived realities rather than sectoral mandates alone, the human security framework enables UN entities to align their tools, expertise, and interventions across housing, safety, livelihoods, basic services, climate resilience, and social cohesion.

Across diverse country contexts, UNTFHS?supported initiatives demonstrate the added value of One UN coordination in addressing multidimensional urban risks. In Lebanon, joint UN action has strengthened social stability in vulnerable urban areas by improving housing conditions, access to basic services, and opportunities for inter?communal cooperation. In Cabo Verde, UN entities have worked together to integrate housing into broader strategies for climate resilience, local economic development, and social inclusion, using participatory approaches to empower communities and municipalities. In Mexico and South Africa, joint programmes have piloted urban safety and human security monitoring tools to generate people?centered data, guide area?based planning, and support coordinated responses to intersecting risks.

Together, these experiences highlight human security as a practical unifying framework for One UN action, enabling coherent, prevention?oriented approaches that bridge humanitarian, development, and peace efforts. Strengthening such joint programming will be essential to support cities in advancing inclusive, safe, and resilient urban futures.
