Empowering and Engaging the Youth to Mitigate the Multi-Dimensional Threats of the Health Pandemic

As a landlocked country with an economy heavily dependent on oil and gas revenue, the sharp decline in global hydrocarbon prices and supply chain disruptions triggered by COVID-19 pandemic has significantly affected the?national economy, as well as the daily lives of people in Turkmenistan, particularly those most vulnerable. In?response, in July 2020, the Government in collaboration with the Âé¶¹APP adopted a national Immediate?Socio-Economic Response Plan to Acute Infectious Disease Pandemic (SERP) to support recovery and build?resilience to future shocks. While the SERP is comprised of five pillars that together form a cohesive response, its?strong focus on macroeconomic recovery and somewhat siloed implementation has not fully translated into an?inclusive and comprehensive recovery for those most affected by the knock-on effects of the pandemic, including?vulnerable young men and women, across diverse areas of their lives. The key objectives of the programme are to: (i) support policymakers in protecting the population by addressing?interconnected challenges and facilitating the implementation of the SERP at the local level through the application?of the human security approach; and (ii) empower youth in vulnerable communities to build resilience to risks and?promote collaboration between communities and the government.
