9:30 – 10:30      Plenary presentation of the annual report of the multidisciplinary Independent International Scientific Panel on Artificial Intelligence
  • Presentation by the multidisciplinary Independent International Scientific Panel on Artificial Intelligence providing an overview of its first report and main findings.
  • The session will be structured around introductory presentations by the Co-Chairs of the Panel, followed by brief reflections from other Panel members, Member States and relevant stakeholders.
10:30 – 12:30    High-level governmental plenary segment: Harnessing the benefits of AI for all through inclusive and interoperable approaches
  • High-level governmental segment for statements by Heads of Delegation and other senior representatives of Member States.
  • Interventions would provide an opportunity to share national and regional perspectives, priorities, experiences and approaches, best practices and lessons learned related to artificial intelligence governance.
  • The segment would also allow Member States to outline expectations regarding international cooperation on artificial intelligence governance, while taking into account different national and regional contexts, priorities and approaches.
  • Its organisation would seek to support broad and meaningful participation by Member States, consistent with the format of the segment.
  • Member States may also wish, where appropriate, to deliver statements on behalf of regional groups or other groupings to help reflect common perspectives.
  • The segment would be open to relevant stakeholders to follow the discussion.
12:30 – 13:30    High-level multi-stakeholder plenary segment: Harnessing the benefits of AI for all through inclusive and interoperable approaches
  • Moderated exchange among high-level participants, governments, industry, civil society, academia, technical community and international organisations.
  • The session will provide an opportunity to present perspectives, experiences, new initiatives and announcements, as well as practical opportunities for partnerships and cooperation initiatives relevant to artificial intelligence governance.

15:00 – 18:00    Thematic discussions (breakout) AI Opportunities and Implications: Social, Economic, Cultural, Ethical, Linguistic and Technical Dimensions

AI opportunities and implications: social, economic, cultural, linguistic and technical dimensions.

Bridging AI divides: capacity-building, access and digital foundations.

  • Structured multistakeholder conversations organised around the proposed thematic clusters derived from the areas identified in the modalities.
  • Will be held in breakout format, with up to two thematic discussions taking place in parallel.
  • Thematic discussions will be co-chaired by a Member State and a relevant stakeholder.
  • Possible format could include brief scene-setting interventions, including from members of the Independent International Scientific Panel or other relevant experts, followed by a moderated panel discussion. These discussions will then be followed by remarks from Member States and relevant stakeholders, based on prior inscription.
  • Discussions will help surface practical policy and cooperation insights, as well as possible priority actions, for consideration in the Co-Chairs’ summary.

Day 2 – Reflections, Convergences and the Way Forward

  • To hold a moderated discussion with invited representatives of relevant initiatives, processes and approaches related to artificial intelligence governance.
  • The discussion would provide an opportunity to share experiences, lessons learned and practical reflections from existing national, regional, international and multistakeholder efforts.
  • The segment would help situate the Dialogue within the broader landscape of ongoing efforts and encourage reflection on complementarities, lessons and possible connections across different processes, as appropriate.
  • The exchange would seek to support mutual understanding and avoid duplication, while recognising the diversity of mandates, approaches and institutional settings across existing initiatives.

  • To bring together high-level participants, including Governments and relevant stakeholders, for a moderated plenary exchange.
  • The session would provide an opportunity to reflect on key messages and practical perspectives emerging from the thematic discussions and other exchanges held during the Dialogue.
  • It would allow participants to consider areas of convergence, complementarity and mutual learning across different discussions, experiences and approaches.
  • The session could also help draw together cross-cutting reflections and possible considerations for continued engagement, as appropriate, ahead of the preparation of the Co-Chairs’ summary.
  • The format could include brief interventions from selected high-level participants, followed by a moderated exchange among Governments and relevant stakeholders, subject to time and room capacity.
