ࡱ> OQN` bjbj .8 ^^^^^^^r84*,r<hbbbbb===s;u;u;u;u;u;u;$=h?;^==;^^bb;4mmm^b^bs;ms;mmR7^^:bV Ih8s;;<< 9@p@<:@^:=Z@m4 ===;; d===<rr$Z drrZ rrr^^^^^^ EC-ESA Trade Cluster's contribution to the implementation of the relevant recommendations contained in the SGs report on the mandates review (A/60/73) Talking points on assuring development gains from trade Recommendations in the SG's report pertaining to trade issues: In order to avoid duplication and maximize the use of resources and their impact on the ground, the SG report points to the need for an improved coherence among several UN entitites working in the area of trade and development, under the overall coordination of UNCTAD, whose primary responsibility in the area of trade and development in the UN system has been recently reaffirmed in resolution 59/221. (paras 67 and 68). Implementation of recommendations: The EC-ESA Trade Cluster will implement this recommendation in three ways: i. Articulate a coherent UN vision and approach to international trade and development ii. Strengthen the contribution of trade to the achievement of internationally agreed development goals, especially MDGs iii. Promote beneficial integration of developing countries, and countries with economies in transition in international trade and the trading system, including through supporting the full realization of the development dimension of the Doha round. i. Articulate a coherent UN vision and approach to international trade and development Through its network of agencies, the UN plays an important role in promoting trade as an instrument of development. UNCTAD remains the UN's focal point on trade, while a number of other UN bodies are also working on trade issues from the standpoint of their own core functions. Given this multiplicity of efforts, an improved coordination of the UN's activities on trade and sustainable development is needed to maximize the economic and social value and impact of its work. A coordinated approach by the UN system to international trade issues and multilateral trade negotiations can play a key role in upholding multilateralism in general and in promoting the role of trade in the service of development. It can also play a significant part in advancing the implementation of the MDGs and of the outcome documents of the 2005 World Summit and other recent UN conferences. Some notable progress has been made in this regard. Under the overall coordination of UNCTAD as the convenor of the EC-ESA Trade Cluster, UN entities that conduct trade-related work as part of their own core area of expertise (UN regional commissions and UNEP) have aimed at reducing duplication of effort and facilitating greater complementarity and coherence. EC-ESA entities are working closely to develop such strategic cooperation, where appropriate, with other UN entitites such as FAO, UNIDO and UNDP. So far, the work of the EC-ESA Trade Cluster has enhanced transparency and exchange of information on existing and planned outputs, as well as programme budgets. The Trade Cluster will further develop their operational cooperation in three ways: Continue existing collaboration in accordance with their current mandates and programmed outputs identify possible joint outputs/activities in the context of the proposed programme budget 2006-2007 launch new joint programme initiatives, particularly in the light of the Summit outcome guidance. Specific outputs singled out in the EC-ESA Trade Cluster for greater coordination are joint participation in expert groups and related preparatory work, certain technical assistance activities and collaboration of new or existing publications on trade issues. Another noteworthy cooperation and coordinating effort is the UNCTAD-UNEP Capacity Building Task Force on Trade, Environment and Development (CBTF). ii. Strengthen the contribution of trade to the achievement of internationally agreed development goals, especially MDGs As part of the EC-ESA process, UNCTAD has reiterated its commitment to further broaden and deepen the UN's longstanding normative role on trade and trade-related areas by strengthening the substantive analysis work and intergovernmental consensus building and by ensuring that such normative functions should underpin operational activities of UN entities in trade and trade-related areas. In addition, the EC-ESA Trade Cluster will aim to forge a coherent view on the global trade and related development policies. Such views could then be submitted to the ECOSOCs high-level segment and ECOSOCs meeting with financial and trade institutions. EC-ESA Trade Cluster could also provide enhanced secretariat support to the new functions entrusted to ECOSOC. In particular, the Trade cluster could prepare policy briefs to ECOSOC on key trade-related issues. UNCTAD, in consultation with other relevant entities of the EC-ESA Trade Cluster, could ensure a coherent participation of the UN in the new Aid for Trade initiative currently being proposed in the context of the Doha trade negotiations, to ensure that such initiative contribute to the achievement of internationally agreed development goals. iii.
