Similarly, a variety of arms of the ТщЖЙAPP have been mandated to carry out activities in the area related to population issues. From the Summit Outcome and other mandates stemming from the General Assembly, as well as the Economic and Social Council and the Commission on Population and Development, areas of priority for the years ahead have been identified in migration issues, HIV/AIDS, reproductive health and population ageing. Where overlap exists in the work of the Secretariat, funds and programmes, a sharper division of labour, consolidation of capacities and a strategic reprioritization of work should be sought. The report of the Secretary-General devotes little space to Population issues: it notes 4 areas of priority deriving from recent intergovernmental agreements and suggests that consolidation of capacities and a strategic reprioritization should be sought, where overlap exists in the work of the Secretariat, funds and programmes. The unanimous view expressed by representatives of the cluster is that there is no overlap, although there are complementarities among distinct mandates. The Population Division and Headquarters has a strong normative role, given its functions as substantive secretariat of the Commission on Population and Development. These functions are supported by extensive analytical activities, which need to be, both de facto and in the Member States’ perception, technically sound, objective and policy neutral. UNFPA, focuses on operational activities, including funding and advocacy functions – in which the Population Division is not at all engaged. The population units of the Regional Commissions relate to the Population Division of DESA and to UNFPA in ways that are appropriate to the circumstances of their regions. They all contribute to the analytical work carried out at Headquarters (for instance, in the context of the continuous dialogue regarding national population estimates and projections, or as participants in technical meetings) and they all benefit from the end products of the Population Division’s work. With regard to UNFPA, some regional units assist with technical cooperation projects that are of interest to UNFPA’s country programmes. While the Cluster finds no overlap of work, and therefore no need for consolidation of capacities, it welcomes the suggestion of a sharper division of labour, to buttress the existing wall between advocacy and scientific analysis and to reaffirm the uniquely normative role of the Population Division of DESA and of those population unites in the regional commissions that report to specialized intergovernmental bodies. With regard to strategic reprioritization, the matter is very much in the hands of Member States: the differences in organizational status and size among the five regional units in the cluster attest to different priorities in the major regions with regard to population and development. In terms of thematic priorities, the four areas of work identified in the report are indeed those where attention is likely to be most concentrated in the foreseeable future. However, the scope of the Programme of Action of the International Conference on Population and Development is broader than those four areas; the full implementation of the Programme of Action, which remains a key objective, requires that some attention be given to other issues such as, inter alia, population and development interrelationships, population and the environment, and population policy analysis. It is also prudent to consider that the Cluster needs to maintain some capacity to continue addressing a full range of issues, as priorities change and new issues emerge.
