On 8 and 15 May, it reviewed the chapter on Promotion of sustained growth and development and the chapter on Development of Africa. On 17 May, it will review the chapter on gender equality and empowerment of women. Mr. Ocampo made remarks to the meetings of 8 and 15 May, in his capacity as Convenor of the Executive Committee on Economic and Social Affairs, on issues relevant to ECESA to support further the review process. At the meeting of 27 April, ECESA Principals decided that Deputies would meet after the first round of informal consultations of the General Assembly to take stock of the process and to give further guidance to the thematic clusters on what is expected from them in this exercise. At their meeting of 25 April, Deputies discussed the guidance to be given to the clusters in this regard. Deputies will be invited to: Request chairs of the four clusters identified in the report, to convene consultations, together with relevant Funds and Programmes, to discuss concrete suggestions for the review of mandates. Request chairs of other clusters to undertake reviews and propose recommendations to facilitate the review of mandates (A/60/733). Invite the clusters to examine mandates in their areas and come up with suggestions on how to better respond to some of them through improved cooperation, joint reporting and joint activities, including with regard to parliamentary documentation. Also invite the clusters to identify areas where there is duplication and where programmatic shifts may be considered and implemented. Chairs of clusters will be expected to report back to the Deputies on preliminary outcomes of their consultations by Monday, 26 June, for examination by Principals at their meeting on 5 July 2006. Proposals of the Executive Secretaries of the Regional Commissions on strengthening ECESA processes and Review of the structure and lead entities of clusters The meeting will be presented with a revised draft workprogramme. The draft brings together the key issues and possible actions identified during the review of priorities and programmes completed by ECESA earlier this year. (See the attached note of Mr. Ocampo to the Secretary-General). The meeting will also be presented with a tentative schedule and draft agenda for the meetings Deputies and Principals in the coming year. The Executive Secretaries of Regional Commissions, in their a joint note of 21 April 2006, have made suggestions on enhancing ECESA processes. The Executive Secretaries developed specific proposals to: (i) ensure effective planning of ECESA meetings; (ii) improve the format (results-oriented meetings) and reduce the frequency of ECESA meetings; (iii) review the structure and lead entities of clusters and consider modalities to ensure that they function effectively as tools for networking and knowledge management; (iv) institute a monitoring process to ensure implementation of ECESA decisions/recommendations; and (v) enhance the capacity of the ECESA secretariat to provide active and substantive support to facilitate ECESA processes. Further to the Note, the Principals, at their meeting of 27 April, requested that Deputies, at their meeting in May, make proposals on how to follow-up on the issues raised by the Executive Secretaries. The Deputies are also expected to launch a review of the composition and lead entities of the clusters. In this regard, the Executive Secretaries of Regional Commissions, in their 21 April note suggested to: (i) reduce the number of cluster areas, focus on key areas where there is meaningful cooperation from the majority of ECESA entities and possibly align the cluster areas with the Summit outcome priorities; (ii) activate each cluster area to ensure meaningful networking and knowledge management; and (iii) encourage lead entities for each cluster to ensure regular communication, convene initial meetings (and subsequent annual meetings) of the clusters and of cluster lead entities. Deputies will be invited to: Consider adopting the revised workprogramme; Give guidance on the follow-up to the Executive Secretaries proposals and on the draft schedule/calendar; Give guidance for conducting the review of clusters and their lead entities; Instruct clusters and their leaders on the follow-up to the guidance provided by regional commissions. 3. Review of progress of thematic clusters: cluster on macroeconomics and finance The Report of the Secretary-General Mandating and delivering: analysis and recommendations to facilitate the review of mandates calls for rationalization of functions in the area of finance, and for [redefining] the arrangements and work in this area, in particular between DESA and UNCTAD, to ensure the most effective follow-up to the outcomes of the Monterrey Conference. It calls notably for greater efforts for a unified view on the world economic outlook and macroeconomic policy implications. The Cluster on Macroeconomics and Finance has recently examined ways of further streamlining and rationalizing the clusters activities in line with the Secretary-Generals report. The Chair of the Cluster will report to the Deputies on the outcome of this exercise. It is envisioned that the Committee will undertake a review, in a systematic way, of the work of its thematic clusters. Deputies will be invited to: Give feedback on the clusters proposals, for transmission to Principals; Give guidance to the cluster for its further work; Agree on whether to more systematically review the work of the clusters at upcoming Deputies meetings, in preparation for decisions by Principals. 4.
