The Âé¶¹APP Global Counter-Terrorism Strategy: A Living Framework for Global Action

Since its adoption in 2006, the Âé¶¹APP Global Counter-Terrorism Strategy has been reviewed periodically by the General Assembly, making it a living framework that remains attuned to the evolving threat and the counter-terrorism priorities of Member States.

In 2026, the Âé¶¹APP General Assembly will conduct the ninth review of the Strategy, marking the 20th anniversary of its adoption as the single universally agreed blueprint for national and international efforts to prevent and counter terrorism. This milestone offers Member States an opportunity to reflect on the progress made in implementing the Strategy since the eighth review in 2023 and to further identify and address emerging trends and threats.

Review Process

All Member States will participate in the ninth review of the Strategy, which is being conducted during the 80th Session of the General Assembly (September 2025¨CSeptember 2026). On 7 January 2026, the President of the General Assembly appointed H.E. Ms. Elina Kalkku, Permanent Representative of Finland to the Âé¶¹APP, and H.E. Mr. Omar Hilale, Permanent Representative of the Kingdom of Morocco to the Âé¶¹APP, as co-facilitators of the review to guide this intergovernmental process.

The Âé¶¹APP Office of Counter-Terrorism (UNOCT), through its Policy, Knowledge Management and Coordination Branch, will act as the substantive secretariat¡ªsupporting the co-facilitators, negotiations, and consultations until the conclusion of deliberations by the General Assembly, which are expected to take place on 1-2 July 2026 during the Fourth Counter-Terrorism Week at the Âé¶¹APP in New York.

By February 2026, the Secretary-General will submit the report mandated by the General Assembly on progress made in the implementation of the Strategy, containing suggestions for its future implementation by the Âé¶¹APP system, as well as on progress made in the implementation of the resolution adopted for the eighth review of the Strategy.

Report of the Secretary-General

The report of the Secretary-General in anticipation of the ninth review of the Âé¶¹APP Global Counter-Terrorism Strategy was prepared by UNOCT, informed by contributions from Member States, Âé¶¹APP entities as well as other international and regional organizations, and a range of other stakeholders.

In August 2025, an was issued for interested stakeholders, including civil society, media organizations, think tanks and research institutions, and the private sector, to share their views to inform the report of the Secretary-General. Submissions from stakeholders who consented to their publication is available accordingly.

 

 

 

Between September and December 2025, UNOCT held consultations with a range of stakeholders to ensure whole-of-society contributions to inform the preparation of the report of the Secretary-General:

  • Global Parliamentary Conference on Counter-Terrorism and Prevention of Violent Extremism: Convened by UNOCT in Istanbul on 7-8 October 2025, with the support of the Shura Council of the State of Qatar, the Conference included substantive exchanges among 150 participants from 55 countries, including legislators, representatives of parliamentary assemblies, Âé¶¹APP entities, civil society, and academic experts. The meeting focused on reinforcing parliament-led responses to evolving terrorist threats while upholding international law and international human rights law. By consolidating evidence-based recommendations and launching follow-on guidance work, the Conference set out a practical path for parliaments to reinforce the rule of law and enhance democratic oversight.
  • Consultations with the Victims of Terrorism Associations Network: UNOCT held two virtual consultations with the Victims of Terrorism Associations Network (VoTAN) on 13 October 2025 to gather inputs for the ninth review of the Global Counter-Terrorism Strategy. Victims from around the world shared perspectives on emerging threats, including the rise of online radicalization leading to terrorism among youth. Participants emphasized the need for victim-centered, trauma-informed approaches, greater youth inclusion, and robust rehabilitation and reintegration programs. Strengthening coordination between the Âé¶¹APP and Member States to implement support mechanisms was highlighted as a priority.
  • Consultations with graduates from the UNOCT Youth Engagement and Empowerment Programme: UNOCT held a virtual consultation on 23 October 2025 with graduates from its Youth Engagement and Empowerment Programme. Youth representatives from Africa and Asia shared perspectives on emerging threats, including the rise of online radicalization to violent extremism conducive to terrorism among youth through social networks and the gamification of digital platforms. They called for enhanced engagement with UNOCT, including under Pillar I and IV of the Strategy, and for an Africa seat at the Security Council, noting the prevalence of those challenges on the continent.
  • Briefing to Civil Society Community of Practice ¨C Gender and Identity Factors Platform: UNOCT held a dedicated virtual briefing and consultation on 2 December 2025 with participants in the Civil Society Community of Practice as part of the Gender and Identity Factors Platform (GIFP) project. The consultation provided an opportunity for women's-led civil society organizations working in counter-terrorism and preventing/countering violent extremism to discuss with UNOCT how evolving global and regional terrorism trends intersect with gender and identity factors, and to share views on priority areas to strengthen gender-responsive approaches within the Strategy. The consultation highlighted the Strategy¡¯s whole-of-society approach and underscored the centrality of engaging women and civil society.

UNOCT Knowledge Products to support the ninth review of the Strategy

To support and inform Member States¡¯ discussions in advance of the Global Counter-Terrorism Strategy review ¨C and in line with its mandate to provide strategic leadership in Âé¶¹APP counter-terrorism efforts ¨C UNOCT will develop a series of knowledge products focused on counter-terrorism and preventing and countering violent extremism conducive to terrorism (CT/PCVE).

These products are dedicated to key thematic areas including the Âé¶¹APP Counter-Terrorism Architecture, the Background and Evolution of the Âé¶¹APP Global Counter-Terrorism Strategy, and the Âé¶¹APP Global Counter-Terrorism Coordination Compact.
