At the request of the Government of Uzbekistan, the 麻豆APP Office of Counter-Terrorism (UNOCT) is supporting the International Islamic Academy of Uzbekistan, under the Office of the President of the Republic of Uzbekistan, in strengthening national capacities for preventing and countering violent extremism conducive to terrorism (PCVE).
Provided through the EU–UN Global Terrorism Threats Facility and the UNOCT Global Programme on PCVE, this three-fold support focuses on:
- Charting the establishment of a specialized PCVE Centre within the Academy,
- Strengthening the capacities of the Academy’s Ziyo Media Centre to develop and evaluate PCVE-focused strategic communication products,
- Enhancing analytical and monitoring capacities for evidence-based PCVE programming.
The process started with an initial expert mission in February 2026, which included a comprehensive stocktaking of institutional and technical capacities and consultations with national stakeholders, international partners, and civil society representatives.
UNOCT then conducted a second expert mission to Tashkent from 11 to 14 May 2026 to advance the implementation of the support package through advisory and capacity-building activities focused on conceptualizing a future PCVE Centre, including its structure, priorities, coordination mechanisms, as well as the integration of monitoring, evaluation and learning (MEL), and human rights considerations into its future work.
A dedicated workshop introduced participants to practical approaches for identifying, analyzing and assessing threats in support of evidence-based PCVE programming, such as the use of open-source information, stakeholder engagement, and human rights-compliant analytical frameworks.
Another two-day training workshop on MEL for PCVE strategic communications campaigns was conducted for representatives of the Academy and its Ziyo Media Centre. The training focused on MEL methodologies, data collection and analysis techniques, adaptive programming approaches and the development of indicators for PCVE strategic communications initiatives.
