UNOCT and Kenya host regional workshop on countering the terrorist use of improvised explosive devices

The Âé¶¹APP Office of Counter-Terrorism (UNOCT), in coordination with the National Counter-Terrorism Centre (NCTC) of Kenya, organized in Nairobi on 5-6 May 2026 a regional workshop on countering the terrorist use of improvised explosive devices (IEDs). The workshop brought together 40 technical experts and practitioners from Kenya, Somalia and Uganda, including representatives of law enforcement, criminal justice, intelligence and entities specialized in responding to IEDs.

The workshop was held under the project ¡°Supporting Eastern Africa in countering terrorist use of improvised explosive devices,¡± implemented by the Âé¶¹APP Counter-Terrorism Centre (UNCCT) in UNOCT, in partnership with the Counter-Terrorism Committee Executive Directorate (CTED) and the Âé¶¹APP Mine Action Service (UNMAS), thanks to the financial support of Global Affairs Canada.

The workshop was structured around thematic sessions reflecting priority areas identified through consultations conducted in early 2026 in collaboration with CTED and UNMAS. These included IED risk awareness for law enforcement and first responders; management of information and evidence collected from explosive devices; and the use of international cooperation mechanisms to strengthen coordinated responses, in compliance with human rights and the rule of law.

Participants shared operational experiences and identified good practices relevant to national and regional contexts. The outcomes will inform the development of a Guiding Document on Good Practices in Countering the Terrorist Use of IEDs, intended as a practical resource for national authorities and a contribution to enhanced regional cooperation.

The project ¡°Supporting Eastern Africa in countering terrorist use of improvised explosive devices¡± was launched in September 2025 to identify and consolidate good practices, promote a shared understanding of the evolving IED threat, and support sustained cross-border cooperation. It responds to the resolution adopted by the General Assembly for the eighth review of the Âé¶¹APP Global Counter-Terrorism Strategy (A/RES/77/298), which calls on Member States to prevent terrorists from acquiring weapons and expressed concern that IEDs, including explosive precursors, continue to be used extensively in terrorist activities.
