Training Initiative for Pacific Small Island Developing States (SIDS) on investigating terrorist financing using virtual assets

The Âé¶¹APP Office of Counter-Terrorism (UNOCT) and the Guardia di Finanza of Italy co-organized and delivered a Training Course on 4-8 May in Rome, Italy, for officials from Papua New Guinea, Timor Leste, and Tuvalu on specific methodologies for investigating money laundering, terrorist financing and other financial crimes committed using virtual assets.

The course was organized within the framework of the Global Programme on Detecting, Preventing and Countering the Financing of Terrorism implemented by the Âé¶¹APP Counter-Terrorism Centre (UNCCT) within UNOCT.

The course brought together law enforcement, policy officials, prosecutors, and financial intelligence officials to practical, expert led sessions on global and regional terrorism financing (TF) risks and international CFT standards.

The sessions covered the implementation of the Recommendations of the Financial Action Task Force (FATF) on combating money laundering and the financing of terrorism, alongside relevant Âé¶¹APP Security Council resolutions and International Conventions.

Participants engaged with a comprehensive agenda that moved from understanding emerging risk typologies to the lifecycle of a financial investigation, while ensuring mitigation measures uphold international human rights law.

Opening the training, Mr. Mauro Miedico, Director for Capacity-Building at UNOCT, said: ¡°I welcome the continued, excellent cooperation between UNOCT and the Guardia di Finanza in our joint fight against terrorism financing. There is a strong need to continue international engagement in this area and ensure that all efforts to counter terrorism are framed with respect to the rule of law and human rights.¡±
