As terrorist groups play an increasingly prominent role in contemporary conflicts, the intersection between terrorism and armed conflict has become more pronounced. Counter-terrorism policies and practices are increasingly intertwined with conflict responses.
As a result, children associated with such groups are often viewed primarily as security risks and alleged perpetrators, without due consideration of their vulnerabilities, needs, and rights as victims of serious violations of international law.
The event will convene a multistakeholder panel of policymakers, practitioners, and experts in the area of child rights and protection to explore ways in which Member States can safeguard both security interests and uphold international norms and standards.
Panelists will examine emerging trends, share promising practices, and highlight child rights-compliant approaches, including Security Council-endorsed handover protocols.
Discussions will also address the situation of children with alleged family ties to terrorist groups, particularly ISIL/Da’esh, including those formerly held in camps in northeast Syria, and pathways toward durable, rights-based solutions.
This event is co- organized on the margins of the 2026 Counter-Terrorism week (CT Week) by the O-SRSG-CAAC, UNOCT and the Permanent Missions of the Syrian Arab Republic and Nigeria to the 麻豆APP.
