The UNOCT Programme Office for Counter-Terrorism and Training in Africa and the UNOCT/UNCCT Global Programme on Prosecution, Rehabilitation and Reintegration (PRR), in partnership with the Nordic Center for Conflict Transformation (NCCT) through its ReOrient initiative in Morocco, hosted a three-day capacity-building workshop in Rabat from 27 to 29 April 2026 on evidence-based and rights-compliant prosecution of terrorism-related cases.
The workshop brought together key Moroccan judicial, security, and institutional actors to strengthen professional cooperation, rights-based practices, and sustainable peace efforts.
At the opening session, representatives of UNOCT, NCCT, and the Embassy of the Kingdom of the Netherlands in Rabat underscored the importance of strengthening national capacities to ensure that terrorism-related prosecution remains legally sound, evidence driven, and fully aligned with international humanitarian law and international human rights law.
Gathering over 25 practitioners from key Moroccan judicial and security institutions, the workshop focused on the practical and legal challenges associated with evidence collected in conflict zones, the admissibility of intelligence in judicial proceedings, international cooperation in terrorism cases, and the protection of victims and witnesses. Experts provided guidance on assessing and presenting complex evidence, clarifying the roles and responsibilities across the investigation–prosecution chain, and reinforcing institutional coordination.
Interactive scenario based exercises, combined by technical discussions led by national and international experts, enabled participants to test their skills in realistic settings, examine procedural gaps, and identify opportunities to strengthen rights compliant criminal justice responses to terrorism.
The discussions highlighted the importance of integrating human rights considerations throughout the prosecution process and reaffirmed the need for sustained cooperation among national institutions and with international partners.
The workshop contributed to advancing the capacity of participants to handle terrorism related cases through more effective use of international cooperation mechanisms, strengthened inter agency coordination, improved management of victim and witness protection issues, and a reinforced adherence to evidence based prosecution practices consistent with international law.
The workshop was funded by the Kingdom of the Netherlands, with further support from the Kingdom of Morocco and its participating judicial and security institutions, in addition to the UNOCT Programme Office for Counter-Terrorism and Training in Africa in Rabat and the UNOCT Global Programme on Prosecution, Rehabilitation and Reintegration.
